The Football Governance Act, which received royal assent in July 2025, introduced new regulatory oversight primarily covering the top five tiers, with campaigners continuing to push for greater protections further down the pyramid. Clubs at Step 1 have faced high-profile difficulties — from ground ownership disputes preventing promotion to the EFL, to points deductions for financial irregularities. The revival of the National League Cup, pairing non-league sides with Premier League Under-21 teams, has also proved divisive, with several clubs declining to participate.

    The FA Trophy and FA Vase remain the heartbeat of non-league football's cup culture. The Trophy provides Step 1 to 4 clubs a route to Wembley Stadium, while the Vase does the same for clubs at Steps 5 and below — offering smaller outfits a rare taste of national football's biggest stage. These competitions generate enormous local pride and community engagement, drawing supporters who might rarely travel beyond their county borders to follow their club.

    Non-league football's history stretches back to the late nineteenth century, with the Conference (now National League) established in 1979 to create a structured route from the amateur and semi-professional game into the EFL. Clubs like Wimbledon, who began non-league before rising to the top flight, and AFC Wimbledon, who rebuilt from the grassroots, illustrate how the pyramid can both produce and recapture footballing ambition. Today, the pyramid encompasses thousands of clubs and an estimated 15.7 million people who play football regularly across England, underpinned by over a million volunteers.

    Streaming has become a growing area of debate, with DAZN broadcasting National League matches and questions persisting over how rights revenues are shared across the divisions. Meanwhile, club instability — such as the liquidation of historic clubs and sudden financial collapses — continues to surface, reminding supporters that for all the football's romance, financial fragility is never far away. The FA and Football Foundation have directed significant funding towards facility improvements, though clubs at the lower steps often report that investment does not reach them quickly enough.
